European Quality Assurance Register for Higher Education

Register Committee

The Register Committee receives, evaluates and decides upon applications for inclusion on the Register or renewal of registration, substantive change reports and third-party complaints. The Committee is also responsible for adopting Procedures for Applications in consultation with the General Assembly.

Nominations and Terms of Office The Register Committee comprises 11 members with experience in quality assurance and higher education who act as independent experts and in their individual capacity.

Each Founding Member (ENQA, ESU, EUA, EURASHE) nominates two members of the Register Committee and one member is nominated by each Social Partner Member (BUSINESSEUROPE, Education International).

The Register Committee is approved by the General Assembly for a mandate of two years, and a member may be renominated up to three times.

The Register Committee is chaired by the President; it elects a Vice-Chair from amongst its members. The Committee normally convenes twice a year.

Members

The following members compose the fourth Register Committee, with a mandate until 30 June 2019:

Karl Dittrich (Chair) Karl Dittrich is Chair of the Association of Universities in the Netherlands (VSNU), a position from which he will retire in October 2017.

He started his career as a political science researcher and lecturer in Leiden, Florence and Maastricht. He chaired the Executive Board of the University of Maastricht from the 1990s until the early 2000s.

Karl Dittrich was the inaugural chairman of the Dutch-Flemish Accreditation Organisation (NVAO) from 2005 to 2012. In that capacity, he also held functions on the ENQA Board and in the European Consortium for Accreditation (ECA). As VSNU Chairman, Dittrich has also sat on the Council of EUA.

Maria Arminda Bragança de Miranda Maria Arminda Bragança was member of the National Council of Education from  1992-1997 and from 2009-2013 and has integrated different Working Groups and Committees: Higher Education, Research and Scientific Culture, Public Policies and Development of Educational System.

Maria Arminda Bragança de Miranda has a Master's degree in American Studies by the Open University of Lisbon, with a post graduate degree from the National Endowment for the Humanities by the Connecticut College, New London, USA and graduated in British-American Studies by Faculdade de Letras, University of Lisbon.  She was an upper secondary school teacher and held positions as Department Coordinator, Teacher Trainer of Continuous and Specialist education.

Maria was a member of the Executive Board of the FNE (National Federation of Education) where she had positions as Department Coordinator (Communication and Press Department, International Department) and member active of the Social Dialogue Department.

She was also National Coordinator of several European Projects, a member of the ETUCE Committee, integrated the Working Group of the European Sectoral Social Dialogue in Education (ESSDE) and was not only President of the APPI (Portuguese Association of Teachers of English) but also General-Secretary of the FNAPLV (National Federation of Portuguese Language Associations) and a member of the board of the FIPLV (International Federation of Modern Language Associations).

Maria Arminda Bragança de Miranda participated in the debate and launching sessions of the Bologna Process in Portugal and in the evaluation sessions presented by A3ES-Agency for Higher Education Evaluation and Accreditation. Furthermore she published co-authored books, book chapters, course books and journal articles.

Andrea Blättler Andrea Blättler is a Master student in political theory at Goethe-Universität Frankfurt am Main, Germany and has positions as student research assistant at Technische Universität Darmstadt and at the Peace Research Institute Frankfurt.

She holds a Bachelor degree in Political Science and Philosophy from the University of Lucerne, Switzerland.

She was representative of Union of Students in Switzerland at four Board Meetings of the European Students' Union and has been an active student representative at local and national level.

In 2009/10 she was a member of the Executive Committee of the European Students Union (ESU) as well as representative of ESU within the Bologna Follow-up Group, its Board and the working group on the European Higher Education Area in a Global Context.

Andrea was a member of the EQAR Executive Board for two years (2010-2012) of which she served as President of the EB during the last year."

Freddy Coignoul Freddy Coignoul is Professor Emeritus and Honorary Vice-rector of the University of Liège in Belgium.

He is former Vice-Rector in charge of quality assessment and was a full professor at the faculty of Veterinary Medicine of the University of Liège as well as Chairman of the Belgian (French) Agency for Evaluation of Quality Assessment in Higher Education (AEQES) from 2008 to 2010.

He studied Veterinary Medicine at the University of Liège, obtained a Master of Sciences degree (MS) in Veterinary Pathology at the Iowa State University followed by a PhD in Veterinary Pathology at the Iowa State University.

Freddy Coignoul was Chairman or member of evaluation committees supervised by EUA (Cluj Napoca), AERES (Université du Mans), AEEVE (veterinary schools of Bologna, Stara Zagora, Stochholm, Torino), University of Lausanne.

Riita Pyykkö Riitta Pyykkö is Vice Rector of the University of Turku, Finland. In this capacity, she is responsible for academic affairs, as well as quality management.

She has had a long career teaching at the university level and conducting research as a professor of Russian Studies.

She has also been active in the development of higher education as, e.g. a national coordinator for the Finnish Bologna implementation in 2002-2005 and a member of the Finnish Bologna Promoters’/Experts’ Team in 2006-2013 and several other national working groups and projects. In 2015-2016 she was chairing a Nordic working group for quality in higher education, appointed by the Nordic Council of Ministers.

From 2004 she was a member, and from 2008 until 2014, the Chair of the Finnish national quality assurance agency FINHEEC. She has participated in several European evaluations and reviews as a member or chairperson of the evaluation panel.

Anita Līce Anita Līce is Manager of the Education and Employment Field at the Employers’ Confederation of Latvia (LDDK) where she has been working since 2010, representing interests of employers of Latvia on the national and international level.

Anita Līce was adviser to the Minister of Education (2014-2016) and before that vice-chairperson of the European Students’ Union (ESU) (2008-2009). Anita Līce holds degrees in Mathematics and Education Science from the University of Latvia, and is currently a PhD student at Education Management programme of the University of Latvia.

Mindaugas Misiunas Mindaugas Misiunas has been director of Kauno kolegija (University of Applied Sciences in Lithuania), a state-owned institution providing higher education in the areas of technologies, social sciences, biomedicine, humanities and arts, since 2000.

Mindaugas Misiūnas holds master degrees in Mechanical engineering (Kaunas University of Technology) and in Educational science (Kaunas Vytautas Magnus University). He also received a PhD in Social sciences (Educational science) from Vytautas Magnus University by defending his doctoral dissertation “Modelling of the Quality Management System at an Institution of Non-university Higher Education”.

In 1975 he started his career as lecturer at the Kaunas Higher School of Technology. During the period between 1975 and 2000 he held positions as lecturer, Deputy Director and Director of the Kaunas Higher School of Technology.

Mindaugas Misiūnas has experience as an expert in the external evaluation of higher education institutions and study programs. At Lithuanian level he was involved in several work groups on quality assurance and other topics. He contributed as an expert in a work group for creating provisions of quality assurance in higher education and for creating methodological recommendations for the creation and implementation of a unified internal quality assurance system. He was a member of a work group that prepared a study paper on Internal Quality Assurance Systems at Lithuanian Vocational Training Institutions - the Experience of EU Member States. Mindaugas Misiūnas is also an expert at the Centre for Quality Assessment in Higher Education in external quality assessment of higher education institutions.

At European level he is an expert of ENQA VET - the European Network for Quality Assurance in Vocational Education and Training. Mindaugas Misiūnas participated in numerous European seminars and conferences on quality assurance. He is the author and a lector of seminars on quality management in Lithuania. Mindaugas Misiūnas is a member of the editorial board of the journal The Quality of Higher Education.  He is a member of EURASHE (European Association of Institutions in Higher Education) and of different work groups at the Ministry of Education and Science of Lithuania.

Izabela Suika Izabela Suika has been working for the Polish Accreditation Committee since 2002, where she is a Deputy Director responsible for international relations.

She is also a certified Quality Manager and Auditor as well as expert and trainer for IQAs. For years she actively contributed in discussions on quality assurance in Poland and abroad, presenting at conferences, meetings and workshops. Besides she was the author of expertise for the Ministry of Science and Higher Education and several QA-related publications.

As member of HE Ministry’s Advisory Team for Internationalisation, she dealt with numerous European initiatives/projects connected with quality assurance in higher education. Currently she’s acting as Boards’ member of European and Regional QualityAssurance Networks (ECA, CEENQA) with as special focus: ESG, Internationalization, Efficiency of QA, Professionalization of IQA/EQA.

Beate Treml Beate Treml is a Master student in Interdisciplinary Gender Studies at the University of Graz, Austria, from which she received her BA in Economics in 2010.

 She is working as an independent consultant on higher education policy and as a trainer in students’ capacity building in Austria and internationally.

Beate was involved in student representation on the local, national and European level, mainly working on issues of quality assurance and enhancement.

She served as the International Officer of the Austrian Students Union (ÖH) in 2014/15 and as a member of the Steering Committee of the European Students’ Union’s (ESU) Students Experts’ Pool on Quality Assurance in 2015 and 2016.

From 2011 to 2016 she was a member of the General Meeting and the Governing Committee of AQ Austria.

Beate has contributed to research on QA from a student perspective that was presented in conferences such as the European Quality Assurance Forum (EQAF) and the EAIR Forum.

Ann Verreth Ann Verreth has been Vice-Chair of the NVAO since January 2016.

Within NVAO she is in charge of strategy, communications and system-development matters as regards Flanders; as well as EQF level 5 qualifications. Previously she has worked as secretary general of VLHORA, the umbrella organisation of Flemish university colleges. Ann has a master degree in political sciences (KULeuven, 1995) and was involved in educational policy within the study service of a workers union and within the cabinet of the Flemish prime minister and the Flemish minister of education before that.

Observers

Representatives of five governmental members, elected by the General Assembly, attend the meetings of the Register Committee as Observers. Presently these are:
