Can higher education institutions choose a suitable EQAR-registered agency?

Yes, all Albanian higher education institutions are able to choose an EQAR-registered agency for their mandatory external quality assurance. Additional conditions apply:

  • Eligibility requirements for foreign agencies: Registration on EQAR is sufficient.
  • Conditions for the agencies’ work: EQAR-registered agencies should follow the standards and procedures adopted by the Ministry of Education and Science (e.g. Institutional evaluation and evaluation of study programs last no more than 6 months). See here.
  • Recognition of reviews carried out by EQAR-registered agencies: The reports produced by the reviewing agency are used to inform a final decision on accreditation, which is taken by the Minister of Education and Science, based on recommendations by the Accreditation Council of the Public Agency for accreditation of Higher Education (PAAHE).
  • Further information/regulations: Ministry Decision No.424, date 02.6.2010 on the approval of the regulation of accreditation system, organisation and operation of institutions of external quality assurance (amended No. 368, date 14.4.2011).

Can higher education institutions use the European Approach for the Quality Assurance of Joint Programmes?
